The concept of "Cainite policies" reflects the idea of an identity that is built on rivalry with the brother, with the other. These Cainite identities are built on a volatile truth, that of the victors. An ad hoc truth to justify one's own identity against that of others. The invention of nationalist mythologies, the treatment of violence in the media or victimization as a tool of power, are clear examples that we are experiencing a historical moment in which all categories are based on transitory truths, which are abandoned as soon as they have fulfilled their function. What Rene Girard's Theory of Mime reveals is that, contrary to what might seem, our era is nothing more than the acceleration of this Cainite mechanism of identity construction, a mechanism that has always been present as a generator of human culture. This truth is the one that is hidden and all the violence that appears after its hiding is a cainite violence, the one that founds the policies that allow us (to) live together. We have wanted to call these policies "Cainite policies". The proposed theme includes insights gathered in the VOC & R of 2017, held in Madrid and entitled "Identity & Rivalry" and builds bridges with the next COV & R 2018, which will be held in Washington and is titled "Politics, Religion, & Violence After Truth " The following thematic areas are suggested:   Cainite policies in Spain: terrorism, separatisms, national identities. Cainite policies in Europe: the Great European Wars of the twentieth century, the so-called religious wars of the sixteenth and seventeenth centuries, current policies. Cainite and refugee policies: the response of the West to the refugee crisis. Responses to terrorism. Cainite policies in America: dictatorships, imperialism, colonialism, indigenism. Cainite policies in literature. Cainite policies in the cinema. Cainite policies in art.
